they have instananeous hot water heaters, so they act a bit like a kettle. When you start the water running, it starts heating more water. So in fact, it only has to heat a small amount, like a cupful and keep it hot, then heat more as it is needed. Same for the cooled water.

Yes, some water coolers have both hot and cold water. There are many different models that can do it. Some with water tank like you describe, some with filters hooked up to pipes. Table top models, and floor models.
The different models often have different times of heating up water, so it can be hard to say specifically. Few of them offer any time requirements for heating the water in the descriptions/specifications found on-line.
The hot water is always stored in a separate and isolated ‘container’ yes. That’s quite correct. Helps preserve the heat, help the cooled water to stay cooled, and to lessen the energy requirements for heating the hot water.
